Sample Essay 1 (Band 8.5)

Rural enterprise development has become a contentious issue regarding government spending priorities, similar to debates about the benefits of renewable energy for rural development. While some advocate for direct financial assistance to rural businesses, others argue for alternative funding allocations. In my view, supporting rural enterprises is crucial but should be implemented alongside other strategic priorities.

Those supporting government assistance for rural businesses present compelling arguments. Rural enterprises often face unique challenges including limited market access, inadequate infrastructure, and diminishing populations. Government support through grants, tax incentives, or subsidized loans can help these businesses overcome initial hurdles and establish sustainable operations. For instance, in India, rural artisans receiving government support have successfully modernized their traditional crafts businesses, preserving cultural heritage while creating viable income sources.

However, critics argue that other priorities deserve precedence. They contend that investing in urban infrastructure, healthcare, or education might yield greater societal benefits. These sectors often impact larger populations and could generate more substantial economic returns. Additionally, some suggest that effects of automation on small businesses might make certain rural enterprises obsolete, rendering government support ineffective.

In my assessment, supporting rural businesses should be integrated into a comprehensive development strategy. Governments should provide targeted assistance while ensuring this support complements broader economic objectives. For example, combining rural business grants with digital infrastructure development can create sustainable growth opportunities. This approach has proved successful in countries like South Korea, where rural enterprises have leveraged technology to access wider markets.

Sample Essay 2 (Band 6.5)

Nowadays, there is a debate about whether governments should give money to help rural businesses or use it for other things. I will discuss both sides and give my opinion.

On one side, helping rural businesses is important. Many rural companies have problems like less customers and old equipment. When governments give money, these businesses can buy new machines and make better products. For example, in my country, many farmers got government help to buy modern farming equipment, and now they make more money.

However, some people think the money should go to other things. They say cities need more hospitals and schools. Also, many people live in cities, so spending money there helps more people. This is similar to how role of banks in supporting small businesses is important in cities.

In my opinion, governments should help both rural businesses and other areas. They can give some money to rural companies but also keep enough for other important things. This way, both rural and urban areas can develop together.
